FIRST AID AND CPR

FIRST AID AND CPR

First Aid and CPR Training

First aid is the first help given to someone who has had an accident or other health emergency. If more attention is needed, first-aid treatment helps keep an injured or ill person as safe as possible until medical personnel arrive. Wilderness first aid (WFA) is the assessment of and treatment given to an ill or injured person in a remote environment when a physician and/or rapid transport are not readily available.

First aid and WFA are important to participants in BSA programs. The BSA strongly recommends that participants avail themselves of CPR with automatic external defibrillator (AED) training, along with first-aid and wilderness first-aid training. For certain program participation, there may be requirements for first aid, wilderness first aid, and CPR/AED. There are no unit-centric requirements at this time.

First aid, WFA, CPR/AED may be taught by instructors currently trained by a nationally certified provider such as the American Red Cross, American Heart Association, Emergency Care and Safety Institute, or American Safety and Health Institute. Cub Scouts can even be taught this valuable skill in a family-type setting. Online-only courses are not accepted if a certification is required. The BSA will accept nationally recognized blended courses—such as from the American Heart Association, American Red Cross, Emergency Care and Safety Institute—where competency can be demonstrated to an instructor.

Further information and advancement in first aid may include wilderness first responder (WFR) and wilderness emergency medical technician (WEMT).

 UPA_RASHTRAPATI AWARD

Rover/Ranger Units are also encouraged to promote projects for the development of community. The best units selected at State level are recommended for awards at National level in the name of Upa-Rashtrapatiji, (H.E. the Vice President of India) who is the Patron of B.S. & G

PURPOSE:

Motivate Rover/Ranger to play their useful role in serving the community and the movement by taking up concrete community service and community development Projects.

PERIOD:

The Competition will cover the period from April every year to 31^st March of the succeeding year.

METHODOLOGY:

-The Competition will be held in three categories and is open to all Rover Crews and Ranger Teams in the Country.

-The competition will be held separately for the Rover and Ranger sections of the Movement.

-The Rover Crews and Ranger Teams will participate in all the three categories prescribed for this competition. 

- The State Association will give wide publicity and invite applications from the Units intending to participate in it by filling the Registration Forms, which may be obtained from the State. The State Association forwards the Registration to NHQ along with a registration fee of Rs. 10/- per unit.   

ELIGIBILITY:

Minimum 4 competing Districts.

- A Competing District is one which registers atleast one Unit from Rover/Ranger Sections.

LOG BOOK:

To be maintained by Competing Units.

JUDGING:

The Log Book of the best Unit one each from Rover and Ranger Sections will be sent for consideration of the State level panel of judges according to the present time schedule. The State Level panel of judges will select the best two from the entries received and recommend the same to NHQ for the awards.

PROJECT AREA:

The area of work will be selected by respective Units approved by the District Commissioner concerned. It shall not be less than one basti / hamlet and not more than 3 Basties / hamlets.

AWARD:

- In each State the Rover crew and Ranger Team Standing First and gaining 70% and above marks will be awarded the Vice-President’s Merit Certificate along with a Shield by the Vice – President. 

-All the Units which gain more than 50% marks in all the categories but less than 70% will be awarded a participation certificate signed by the National Commissioner.

DUTY CHANGE The Leader on Duty or the last session Leader will supervise the activity. *All the participants will assemble Group wise according to their duties from the Right to Left. *All members will stand in the Group according to their Duty Number. *Duty No.1 to the extreme right – All the Patrol Leaders in the front and Seconds at the last. *The Duty Leader will Command “CAMP SAVDHAN, DUTY CHANGE”. *The Second will take one step to the right and march forward and halts, turns left, take one step forward, turn left so as to stand in front of the Leader opposite to him / her. *Both Salute – The Leader hadover the duty card and Pocket stripes / Arm Band – Again both salute.  The Leader take one step to the left, turn about and march forward and join the Patrol at the end.  Second take one step forward and turn about. *Immediately next Second will take one step to the right march forward, turn left one step forward, turn left so as to face the Leader. Both Salute. *Leader handover the Pocket stripes/ Arm Band of Second. Both Salute. *Second take one step to right march forward and joins the Patrol at the End. *The Leader of the last Duty takes one step forward and turns right and marches forward to the Duty Leader No.1 and halts in front of him/her turn face to face. *Both salute. He / She hands over his/her Duty card to the Duty Leader. Both Salutes. He/She returns to his/her former position. *Last Leader and the Leader to his/her right will turn right and left respectively and Salute.  The Last Leader receives the Duty Card from the other Leader (to his/her right; both Salute and turn to their former position. *This activity will continue in the next Patrols. Between the First and Second Patrol the Pocket Stripes will be exchanged.  The Second Patrol Leader becomes the Duty Leader and then h/she Commands: “CAMP VISHRAM, CAMP SAVDHAN, CAMP SWASTHAN”. All turn to right take one-step to the right and Move.

     Scouting complements the school and the family, filling needs not met by either. Scouting develops self-knowledge and the need to explore, to discover and to want to know. Scouts discover the world beyond the classroom, tapping the skills of others to learn and to become individuals with all round development. Scouting helps young person's acquire plenty of life skills and enabels them to be useful citizens. Scouting is all about building confidence and self-esteem, learning important life skills and leadership skills, team building, outdoor adventure, education, and fun to empower the youth! Scouts learn how to make good choices and to take responsibility for their actions so that they are prepared for their adult life as independent persons.

     The mission of Scouting is to contribute to the education of young people through a value system based on the Scout Promise and Law, to help build a better world where people are self-fulfilled as individuals and play a constructive role in society.

Scope for Personal Growth and Development

     Through participation in outdoor activities like camps and hikes Scouts not only learn to be independent but also in the process to acquire skills in leadership and effective team work. They acquire skills in pioneering, first aid, cooking, mapping, signalling, observation etc. By participating in a wide variety of adventure programmes such as rock climbing, rafting, para sailinig etc., they not only have fun but also learn to strengthen their guts. 

     With several opportunities provided to serve the community at large by the Scout Movement, the Scouts and Guides get trained to be responsible citizens. This inspires young people to do their best and to always "BE PREPARED".

Scouting has never stopped growing since its founding in 1907. Today there are more than 25 million members – boys and girls. Scouting has doubled its membership in the last 20 years. Much of the growth is in developing countries.

Scouting is open to all, regardless of race or creed, in accordance with the purpose, principles and method conceived by its founder Robert Baden-Powell.

A MOVEMENT FOR YOUTH
Scouting is a Movement… on the move. Evolving and adapting everywhere according to local conditions, serving according to local needs.

தன்னலமற்ற மனித நேயப் பணியினை செய்ய சாரணர் இயக்கத்தைத் தொடங்கியவர் ஸ்மித் பேடன்பவலின் என்பவராவார். இவர் 1857ஆம் ஆண்டு பிப்ரவரி 22 அன்று பிறந்தார். இவரின் பிறந்த தினத்தில் அனுசரிக்கப்படும் இத்தினம் 1995ஆம் ஆண்டில் உலக சாரணர் தினமாக பிரகடனப்படுத்தப்பட்டது. இது சாரணியத்தின் லட்சியங்களையும், நோக்கங்களையும் நினைவு கூரும் தினமாக உள்ளது.

பேடன் பவல்

ராபர்ட் பேடன் பவல் பிரபு (Robert Baden-Powell) (பெப்ரவரி 22, 1857 - ஜனவரி 8, 1941) சாரணர் இயக்கத்தைஉருவாக்கியவர் ஆவார். இவர் இங்கிலாந்தில் பிறந்த ஆங்கிலத் தளபதி. 1907 ஆம் ஆண்டு சாரணர் இயக்கத்தைத் தோற்றுவித்தார். 1910 இல் சிறுமிகள் சாரணர் இயக்கத்தையும் தொடங்கினார்.

வாழ்க்கைக் குறிப்பு

ரெவறண்ட் பேடன் பவல் என்பவரின் மூன்றாவது திருமணத்தில் பிறந்த பத்துக் குழந்தைகளில் எட்டு ஆண்கள். அந்த ஆண்களில் ஏழாவதாகப் பிறந்தவர் பேடன் பவல். இவருக்கு மூன்று வயதாக இருக்கும் போது இவரது தந்தையார் காலமானார். காலமானவரைக் கௌரவிப்பதற்காகப் பவல் என்றிருந்த குடும்பப் பெயர் பேடன் பவல் ஆக்கப்பட்டது.

புலமைப் பரிசில் பெற்று சார்ட்டார்ஹவுஸ் பாடசாலையில் கல்வி கற்ற பேடன் பவல் 1876இல் பிரித்தானிய இராணுவத்தில் இணைந்தார். 1910 இல் ஓய்வு பெற்றார். 1941 இல் கென்யாவில் காலமானார்.

இளைஞர்களுக்கான சாரணியம் (Scouting for Boys) என்ற நூலை 1908 ஆம் ஆண்டு பதிப்பித்தார். ஆப்பிரிக்காவிற்குத் திரும்பிய பேடன் பவுல் தனது புத்தகமான எய்ட்ஸ் டு ஸ்கவுட்டிங் (Aids to Scouting) வெற்றிகரமாக விற்பனை ஆவதனையும் அவை பல இளைய மற்றும் ஆசிரியர்களைப் பயிற்றுவிப்பதற்குப் பயன்படுவதையும் கண்டார். 1907 ஆம் ஆண்டு சாரணியம் ஓர் சோதனை முயற்சியாக 20 சிறுவர்களுடன் தொடங்கியது. முதலில் தேசிய ரீதியில் துவங்கப்பட்ட இம்முயற்சி பின்னர் உலக அளவில் புகழ்பெற்றது. 1920 இல் முதலாவது உலக சாரணிய ஜம்போரியானது ஒலிம்பியாவில் நடைபெற்றது.

சாரண இயக்கம்

சாரணியம் முதன் முதலில் 1907 ஆம் ஆண்டில் இங்கிலாந்து நாட்டில் தோற்றுவிக்கப்பட்டது. இந்த இயக்கத்தை இங்கிலாந்தைச் சேர்ந்தவரான ராபர்ட் ஸ்டீபன்சன் ஸ்மித் பேடன் பவுல் என்பவர் தோற்றுவித்தார். இவரைச் சிறப்பாக "லார்டு பேடன் பவுல்' என்று அழைப்பர். இவ்வியக்கத்தின் முக்கியக் குறிக்கோள் நாட்டுப்பற்று, இறைப்பற்று, அன்பு, கருணை, பணிவு, பிரதி பலன் கருதாமல் பிறருக்கு உதவி செய்தல், தன்னம்பிக்கை முதலான பண்புகளை மாணவர்களிடத்தில் உருவாக்குவதாகும் . மேலும், இது உற்று நோக்குதல், வேட்டையாடுதல் அறிவுத் திறனை வளர்த்தல், கைவினைப் பொருட்கள் செய்தல் போன்ற திறமைகளையும் வளர்க்கிறது. சாரண இயக்கத்தில் பயிற்சி பெற்ற சாரண சாரணியர்கள் நம்பிக்கைக்கு உரியவர்களாகவும், மாறாப் பற்றுடையவர்களாகவும், மரியாதை உடையவர்களாகவும், பிறரைச் சகோதரர்களாக நேசிக்கும் பண்புடையவர்களாகவும், இயற்கையை நேசிக்கிற வர்களாகவும், விலங்குகளிடத்தே அன்பு காட்டுபவர்களாகவும், கட்டுப்பாடு உடையவர்களாகவும், பொதுவுடமைகளைப் பாதுகாப்பவராகவும், சிக்கனமானவர்களாகவும் எண்ணம், வாக்கு, செயல்களில் தூய்மை உடையவர்களாகவும் விளங்குவர். சாரணியம் மூன்று பிரிவுகளை உடையது. குருளையர், சாரணர், திரிசாரணர் ஆகியவை மாணவர்களுக்கும் நீலப்பறவை, சாரணியர், திரி சாரணியர் என்ற மூன்று பிரிவுகள் மாணவியருக்கும் பொருத்தமான முறையில் அமைக்கப்பட்டுள்ளன.

சாரணர்களைப் பயிற்றுவிக்கும் ஆசிரியர்கள் ஸ்கவுட் மாஸ்டர்கள் எனவும், சாரணியர்களைப் பயிற்றுவிக்கும் ஆசிரியைகள் "கைடு கேப்டன்கள்' எனவும் அழைக்கப்படுகின்றனர். சாரண, சாரணியர்களுக்குப் பல்வேறு வகையானப் பயிற்சிகள் கொடுக்கப்பட்டு அவற்றில் தேர்ச்சி பெறுபவர்களுக்கு பல விருதுகள் வழங்கப்படுகின்றன. அவற்றில் மாநில அளவில் சாதனை படைக்கும் சாரண, சாரணியர்களுக்கு ராஜ்ய புரஷ்கார் என்னும் மாநில விருது, ஒவ்வொரு ஆண்டும் ஆகஸ்ட்- செப்டம்பர் மாதங்களில் மாநில ஆளுநர் மாளிகையில் ஆளுநரால் நேரடியாக வழங்கப்படுகிறது. தேசிய அளவில் சாதனை படைக்கும் சாரண, சாரணியர்களுக்கு ராஷ்டிரபதி விருது ஒவ்வொரு ஆண்டும் நவம்பர் /டிசம்பர் மாதங்களில் டெல்லியில் உள்ள குடியரசுத் தலைவர் மாளிகையில், குடியரசு தலைவரால் வழங்கப்படுகிறது. சாரண, சாரணியர்களின் பல்வேறு செயல் திட்டங்களை வெளிக்கொண்டு வரும் பொருட்டு மாவட்ட அளவில் பேரணிகளும், மாநில அளவில் கேம்புரிகளும், தேசிய அளவில் நான்கு ஆண்டுகளுக்கொரு முறை ஜாம்புரிகளும் நடத்தப்படுகின்றன. இதில் பல்வேறு மாநில கலாசாரங்களும், நட்புறவும் பகிர்ந்து கொள்ளப்படுகின்றன. மேலும், கலாசாரங்களை வலியுறுத்தும் ஊர்வலங் களும், மாணவர்களின் திறமைகளை வெளிக்கொணரும் தீக்களி ஆட்டங்களும் இதில் இடம் பெறுகின்றன. சாரண இயக்கத்தில் மாணவர்களைப் பள்ளி சூழலில் இருந்து விடுவித்து இயற்கைச் சூழலுக்கு அழைத்துச் சென்று அங்கு பயற்சிகள் கொடுக்கப்படுகின்றன. இதில் உடற்பயிற்சிகள்,முதலுதவி பயிற்சிகள் போன்றவை கற்றுத்தரப்படுகின்றன.

சாரணத் தந்தை பேடன் பவுல் 1857ம் ஆண்டு பிப்ரவரி திங்கள் 22ம் நாள் லண்டனில் பிறந்தார். 1876ம் ஆண்டு ராணுவத்தில் சேர்ந்து பணியாற்றினார். ராணுவப் பணியில் ஏற்பட்ட அனுபவங்கள் காரணமாக 1907ம் ஆண்டு "பிரவுண்சீத்' தீவில் முதன் முதலில் 20 மாணவர்களைக் கொண்டு சாரண இயக்கத்தைத் தோற்றுவித்தார்.

இவ்வியக்கம் 1909 ம் ஆண்டில் இந்தியாவில் துவக்கப்பட்டது.இச்சீரிய இயக்கத்தைத் துவக்கி வளர்த்த பேடன் பவுலரது துணைவியார் திருமதி ஓலோவ் அம்மையாரின் பிறந்த நாளும் பிப்ரவரித் திங்கள் 22ம் நாளேயாகும். இவர்களின் பிறந்த நாளைத்தான் ஒவ்வொரு ஆண்டும் உலக முழுவதும் நினைவு நாள் எனக் கொண்டாடுகிறோம். சாரண இயக்கத்திற்காகத் தன்னை அர்ப்பணித்துக் கொண்ட சாரணத் தந்தை 1941ம் ஆண்டு ஜனவரி திங்கள் 8 ஆம் நாள் காலமானார். இவருக்கு "உலக முதன்மைச் சாரணர்' என்ற விருதும் ஐந்தாம் ஜார்ஜ் அவர்களால், "கில்வெல் பிரபு' என்ற பட்டமும் வழங்கப்பட்டது
